Xiaohong Yang

Prior to this, she is the former Chief Thematic Officer (CTO) of ADB’s Sustainable Development and Climate Change Department, she served as the Country Director for Pakistan from early April 2017 to April 2021 (first woman as CD for ADB Pakistan Resident Mission). Before that, she oversaw strategies, lending, and analytical work for sustainable transport development in 10 Central and West Asia countries as the Director of the Transport and Communication of the Central and West Asia Department for four years. She was Lead Transport Specialist for the East Asia Department, team leaders, and team members for many projects and programs of ADB and the World Bank. She has 30 years’ demonstrated track record of working in international development. She led complex operational and corporate assignments such as regional, sectoral, and country strategies; fiscal and monetary policy and structure reforms; project, programs, and analytical work delivery. She brings effective managerial leadership, technical knowledge, operational experience, and strong collaboration with all stakeholders. 

As CTO from April 2021, she successfully led the ADB team for its COP26 delivery in Glasgow in 2021, and now leading a bank wide thematic teams working on seven operational priorities of Strategy 2030 delivery, as well as an innovative financing facility for climate change in the Asia and Pacific region. She has a postgraduate master’s degree in economics from Peking University, and a Bachelor of Arts degree in International Finance from the Shanghai University of Finance and Economics.
